DUI Program Membership

Program Membership · DUI Programs

Court referrals fell.
The requirements didn't.

DUI arrests in California dropped from roughly 180,000 a year in 2011 to about 110,000 in 2021 — but you still carry a DHCS license, county approval, a state-approved fee schedule, certified counselors, and a site review on the horizon. CCAPP Program Membership is $500 a year, and it is built to carry that weight with you.

For California DUI programs licensed under Health & Safety Code Division 10.5, Chapter 9 (§11836 et seq.) and Title 9 CCR, Division 4, Chapter 3. DHCS currently licenses 472 DUI programs across California's 58 counties.

Why now

Three things are squeezing DUI programs at once.

None of them are things a single program can fix alone. All of them are things an association is supposed to be for.

01

Fewer referrals

The DMV's own DUI-MIS reporting shows a decade-long decline in DUI arrests — about 110,000 in 2021 versus about 180,000 in 2011. Fixed overhead — rent, staff, licensure — did not shrink with the census.

02

A fee schedule you don't control

Your rates are set by a state-approved fee schedule, not by the market. When costs rise, the remedy is an administrative process, not a price change.

03

Two masters

State licensure and county recommendation both have to stay current, and they don't always move in the same direction or on the same timeline.

Built for DUI programs

The association layer — plus a DUI-specific one.

Everything here comes with CCAPP Program Membership. The three cards up top exist because DUI programs are fee-for-service, court-referred, dual-approved, and regulated under their own chapter.

National

Free dual membership with BHAP

Complimentary membership in the Behavioral Health Association of Providers — a national provider membership BHAP itself prices at $825 a year for regulated providers.

Workforce

Up to $1,000 off Academy tuition

Per employee — $1,000 when the program pays the tuition, $800 when the employee does. A direct subsidy on building your own counselor pipeline instead of competing for one.

Capitol

Registered Sacramento advocacy

CCAPP's in-house government affairs team, a registered lobbyist on the state's public record, program-member-only legislative calls, and the Weekly Dispatch between them.
